Norman Y Mineta San Jose International Airport Acoustical Treatment Program

Completed ahead of schedule, CSDA served as the prime consultant for thirty-five (35) phases of the Acoustical Treatment (ACT) Program. CSDA provided a full range of program management, acoustical design, administrative and construction inspection services that resulted in the acoustical treatment of nearly 1,640 homes, and three (3) schools in San Jose and Santa Clara neighborhoods. Treatments included the installation of acoustical windows and doors, adding attic insulation, and providing air conditioning to single family and multi-family homes.

Program management services included the development of schedules and budgets utilized for projecting grant needs, grant reporting and the preparation of grant outlay reports. As the design lead for the project, CSDA coordinated architectural, mechanical and electrical drawings for all bid phases, obtained drawing review approvals and permits from the San Jose Building Department and the local electric utility company, and oversaw the work of general contractors and their subcontractors in the field. At the start of the program CSDA obtained avigation easements from program participants. At the close of the program, CSDA assisted in the completion of program close-out and Title 21 compliance reporting.

CSDA worked closely with the client to develop program materials from the ground up – everything from the program participation agreement and avigation easement to the Policies and Procedures Manual to the development of homeowner outreach materials and a public program display of the acoustical products for noise mitigation.

CSDA also developed acoustical designs for historic properties to comply with Section 106 of National Historic Preservation Act. CSDA worked closely with our acoustical consultant to identify products that could meet the acoustical as well as aesthetic requirements. To obtain approval for these materials, CSDA coordinated with the State Historic Preservation Officer, as well as the City of San Jose and the local FAA representative.
