Port of Seattle Noise Remedy Program

The Port of Seattle’s Noise Remedy Program contrasts with most Residential Sound Insulation Programs in terms of process. Instead of construction documents prepared in groups of homes for bidding purposes, each home is a stand-alone project that is bid by general contractors who have been pre-approved by the Port. The construction contract to provide acoustical treatments to each home are treated similarly to a “purchase order.”

As the architectural design consultant, CSDA would conduct site visits and prepare scopes of work for groups of three to five properties at a time. The field assessment visits would be coordinated with the Port’s hazardous materials consultants. CSDA would evaluate the existing heating and/or air conditioning systems to determine if a new outside air duct could be incorporated into the existing equipment or provide schematic designs for the installation of a new fresh air ventilation system.

At the close of the initial site visit, CSDA would walk the homeowner through the changes that were proposed at each exterior door and eligible window location, expressing available options for window and door styles, hardware choices and installation methods. Proposed fresh air ventilation options would also be explained to the property owner. At the close of the site visit the scope of work would be clearly defined.

Final documents would be prepared within two weeks of the site visit. The scope of work for each property would include architectural, mechanical and electrical plans, as well as installation details and the hazardous materials report. The specifications were issued by the Port.

Once the general contractor was selected for the work, CSDA would review the acoustical product submittals, including installation details for the windows and doors. CSDA would also assist the Port with answering contractor questions and developing new drawings and details for unforeseen conditions.
